You can get Chinese Visa in your home country too if Chinese embassy is there. It is better to take in your home country if you are traveling Tibet from China mainland. It is valid for Tibet also.
But if you are traveling Tibet through Nepal, you need separate visa valid for Tibet region from Chinese embassy, Kathmandu, Nepal.
